大部门制与合成作战背景下的公安院校“合成教学”模式探究——以互联网金融犯罪案件侦查课程建设为例 被引量:4

摘要 当前,公安机关"大部门制"与"合成作战"的警务模式改革与创新开始倒逼公安院校对其传统以专业为单位"分而治之"的教学模式进行彻底的检讨。跨专业组建"和而不同"的合成教研团队实施"合成教学",是顺应当前警务模式改革创新、培养"一专多能"型公安专业人才的重要举措。而实施"学科专业主建、合成团队主战"的发展战略则成为公安院校今后教学管理模式改革创新的方向。本文以中国刑警学院互联网金融犯罪案件侦查课程的"合成教学"实践为例,对"合成教学"的现实背景、基本内涵、主要特征以及实践中存在问题进行了初步探讨。 At present, the reform and innovation of policing model of "large-department system" and "synthetic warfare" in public security organs begin to force public security colleges and universities to carry out a thorough review on their traditional teaching model of "divided to rule". It is an important measure to cultivate "one-spe- cialty, multi-ability" public security professionals by following the reform and innovation of the current policing mode to implement the "Synthetic Teaching" through building the teaching and research team across the majors. And it is the reform and innovation direction of the teaching management model in public security colleges and u- niversities to implement the developing strategy of "building by respective majors and fighting by synthetic teams". This paper takes the practice of "Synthetic Teaching" in the course of Internet financial crime investiga- tion in China Criminal Police college as an example, and discusses the background, basic connotation, main fea- tures and problems of "Synthetic Teaching".
