随着现代化建设的不断推进,我国的群体性事件频繁发生,给行政主体的工作带来很大挑战,有必要从伦理困境的角度来研究群体性事件。行政主体在群体性事件中会面临权力冲突、责任冲突以及利益冲突引起的伦理困境,这些困境的成因包括行政主体价值观念异化,行政伦理规范化法制化缺失和行政伦理监督机制欠缺等,因此需要研究破解这些困境的路径,使行政主体更好的应对群体性事件。

With the advancement of modernization construction, Mass incidents occurred frequently in our country which brings great challenge to the administrative subject work, so it＇ s necessary to study the mass incidents from the perspective of ethical dilemmas. Administrative subject in Mass incidents will faceethical dilemmas including power, reesponsibility and interestconfiicts, the cause of these dilemmas is the values of alienation of administrative body, the lack of administrative ethics standardization and legalization and the defect of administrative ethics supervision mechanism. Therefore, it need to study the path of solving these difficulties, and to make administrative subjectdeal with Mass incidents better.
