关于加快供给侧结构性改革 促进实体经济健康发展的调研思考

An Investigation Report on Speeding up Supply-side Structural Reform and Promoting the Sound Development of the Real Economy

当前,中国经济发展虽然面临周期性、总量性问题,但最突出的则是结构性问题,矛盾的主要方面在供给侧。该文结合在江苏调研所获得的资料信息,就供给侧结构性改革中的"降成本"和"补短板"两方面的问题进行了总结分析,提出了规范税收征收、鼓励智能制造、改善土地出让金的征收方式、促进货物联运、拓展融资渠道、注重新旧动能的转换等七项促进实体经济健康发展的对策建议。

Currently, China＂ s economy are facing the problems of periodicity and gross, but the most striking one is structural problem, which is deeply rooted in the supply side. This article, based on the data collected during the investigation in Jiangsu Province, gives a detailed analysis on the aspect of reducing costs and identifying growth areas and puts forward seven suggestions on how to promote the sound development of the real economy, such as regulating the tax revenue collection, encouraging the intelligent manufacturing, improving the levy methods of land transferring fees, and so on.
