江苏省区域经济协调发展研究

Research on the Coordinated Development of Regional Economy in Jiangsu Province

区域发展差异的扩大已经成为影响经济进一步发展和社会稳定的重大经济问题,必然引起社会各方的广泛关注和研究。江苏虽然是中国东部沿海发达省份,但是江苏内部各经济区域发展也存在较大的差异,其差异的扩大将会影响总体经济快速、持续发展,影响江苏"两个率先"目标的而实现。该文选取人均GDP为分析区域经济发展不平衡的单一变量指标;以江苏省现有县市作为基本单元来分析1978-2013年36年的连续时间序列内江苏省区域经济不平衡发展状况。此外,该文还以江苏省所辖45个县市为研究单元,从经济水平、经济结构、经济效益、经济联系和经济差距五个方面,分析了2002-2013年12年间的区域经济协调发展的演变过程。最后,该文结合江苏省区域经济协调发展状况分析,探索国内外实践对江苏省区域经济协调发展的经验启示,为"十三五"缓解江苏区域经济差异,实现区域协调发展提出一些对策。

The widening of regional developmental differences has become a key economic factor in influencing economic development and social stability and drawn a lot of attention. Jiangsu Province, a pioneering province locared in the east of China, also faces the challenge of widening regional developmental differences, which poses a threat to the sound economic development and the achievement of ＂ Two Initiatives＂ . This paper, setting per capita GDP as the single variable, analyzes the regional economic developmental differences among all counties and cities in Jiangsu from 1978 to 2013. Furthermore, it also pictures the evolution process of those differences, based on the comparison and contrast among 45 counties and cities from 2002 to 2013, from the five aspects of economic level, economic structure, economic effectiveness, economic links and economic differences. In the end, the paper explores the foreign practice in dealing with those differences and puts forward some strategies on how to handle them.
