层次分析法的我国精准扶贫实施绩效评价研究

A Study on the Performance Evaluation of Precision Poverty Alleviation Based on Analytic Hierarchy Process

在分析我国精准扶贫的前提与实施内核基础上,运用层次分析法建立了包括5个一级指标和15个二级指标的精准扶贫绩效评价体系,并逐层分析。分析结果表明,一级指标中的经济社会发展和二级指标中的贫困人口识别及产业扶贫精准率的权重最高,表示以上指标对精准扶贫资金使用效率和政策效果影响显著。最后,文章给出了相关对策建议。

ombining with domestic and foreign relevant experience, this paper establishes the performance evaluation system of precision poverty alleviation based on analyzing the prerequisites and implementation of our country＇s precise poverty alleviation relevant experience. The performance evaluation system of precision poverty alleviation includes five first-level indicators and fifteen secondary indicators. The results show, the highest weight indicators are economic and social development in the primary indicators and poverty population identification and industry poverty alleviation accuracy on the sec- ondary indicators. This indicates the above indicators have a significant impact on the use efficiency of precise poverty alleviation funds and policy effect. Finally, the paper puts forward the relevant countermeasures and suggestions based on the results of analytic hierarchy process.
