论“一带一盟”对接的现实与未来

The Reality and Future of the Docking of "One Belt with One Union"

自2015年5月中俄两国共同确定"一带一盟"对接的战略方针后,这一对接现已进入启动阶段,并在合作平台与机制建设以及经济务实合作两方面取得了初步进展。展望未来,"一带一盟"对接既有一系列有利基础的战略支撑,同时也面临若干挑战,但总体而言,该对接具有光明的战略前景;在其合作平台与机制建设上,贸易及运输便利化机制建设将在近期取得积极进展,而经济一体化制度或特惠贸易制度的建立、完善与升级将是漫长过程;对接的经济务实合作也将在可预见的未来获得重大发展。笔者认为,为了更好推进"一带一盟"对接,各方应在牢固坚持对接方针的前提下,真正找到各方战略利益汇合点与合作的最大公约数;并行推进合作平台与机制建设以及经济务实合作;系统做好对接的各项保障工作;在大力推进"一带一盟"对接合作平台与机制建设的同时,加速RCEP和以其为路径的亚太自贸区建设,若RCEP优先建成,其可成为推进"一带一盟"对接各层面自贸区建设的"金钥匙",若相反,则可推进亚太自贸区建设;在积极建设有关特惠贸易制度的同时,还应推动全球多边贸易制度的完善与提升。

After China and Russia jointly conferred the document of the docking of 'One Belt with One Union' in May 2015, the strategy had started with the platform-cooperating and mechanism-building and economic pragmatic cooperation. There will be both a series of favorable strategic supporting power and a number of challenges to the docking of 'One Belt with One Union' in the future. But overall, the strategy has a bright prospect.There will have a prospective improvement both in trade and transport facilitation while the construction of the economic integration system and the preferential trade system will need a long process. The article believes that in order to better promote the docking of 'One Belt with One Union' the relative parties should find the convergence point and the greatest common divisor of cooperation under the premise of the real strategic interests of all the parties related. In addition to this, paralleling with promoting cooperation platform and mechanism construction and economic pragmatic cooperation are also much necessary. RCEP will become a 'golden key' to push forward the construction of free trade area in the Asia-Pacific region if it can be built previously. While actively building the preferential trade system will also accelerate the global multilateral trading system.
