Constructing the clean government is the inevitable requirement and important content of enhancing modern governance for each country. The clean government construction is not isolated,but closely related to the other aspect of social construction. Clear government is not only the requisite meaning of democracy,but also the guarantee for democracy. Anti-corruption must be impelled with attaching importance to human rights. Anti-corruption is helpful for economic development,we must make great efforts to reduce the motivation of corruption. Culture makes influence to establish and enforce anti-corruption policy. Incorruption and diligence are the necessary qualities for officials.
