The Role of Capital in the Construction of International Rules——With Beijing as A Study Case

近年来,中国国力不断上升,新时期的外交实践要求中国不仅要尊重国际规则,更要参与国际规则构建。要想做好国际规则构建工作,除去国家领导人、国家实力、战略大环境等要素外,本国的政治首都也是不容忽视的地理场域要素。首都不仅具有政治上的支持意义,而且能够为国际多边谈判、重大国际规则讨论、国际组织运转提供必要的软硬件支持。对于中国而言,积极参与国际规则构建,是一项有关国家战略利益的重大目标,北京作为中国的政治中心与具有世界影响力的国际化大都市,在中国参与国际话语权构建的过程中能够积极主动发挥作用。

China＇s national strength continues to rise in recent years. The diplomatie practice in the new era requires that China not only respect the international rules, but also partieipate in the construction of international rules. In order to do a good job in the construction of international rules, in addition to national leaders, national strength, strategic environment and other factors, the political capital of the country is also the geographical factor which cannot be ignored. The capital is not only politically supportive, but also able to provide the necessary hardware and soft- ware support for international multilateral negotiations and the operations of international organi- zations. For China, it is a major strategic goal of national interests to actively participate in the construction of international rules. As China＇s political center and an international metropolis with global influence, Beijing can play an active role in the process of China＇s participation in the construetion of international discourse right.
