激励视角下高校智库协同决策机制研究——以吉林省高校智库建设为例

Research on Collaborative Decision Mechanism of University Think Tank Based the Incentive Perspective——Taking the Construction of University Think Tanks in Jilin Province as an Example

首先分析了吉林省高校智库建设的基本现状,研究了高校智库在建设过程中的三重制约因素;然后从宏观激励视角提出了3种解决方法:产生内在动力的决策需求激励、产生加速催化的协同合作激励以及产生外在引导的制度创新激励;最后从微观协同视角构建了由数据驱动的决策支持系统、协同合作的决策咨询系统和多元化的决策评价系统共同构成的高校智库协同决策机制。通过本文的研究,希望为我国新型高校智库的建设实践起到一定的理论借鉴作用。

The paper firstly analyzed the present situation of Jilin province university think tank construction,and the triple constraint factor which university think tank were facing with in the process of construction. Secondly it gave three solutions to help the construction. Finally the paper constructed the model of collaborative decision mechanism on university think tank. It provided the theoretical basis for the next new university think tank construction practical research.
