基于扶贫效率的旅游精准扶贫机制构建——以韶山新湖村为例

Construction of Tourism Precise Anti-poverty Mechanism Based on Poverty Alleviation Efficiency——Case of Xinhu Village in Shaoxing

以韶山市新湖村贫困户作为调研对象,采用DEA(数据包络分析法)探析该村扶贫效率,结果表明,相对于其他帮扶方式,该村对贫困户旅游帮扶的效率普遍较高。据此结合该村旅游资源特点,从贫困人口识别、帮扶模式的选择、贫困人口参与、激励机制、退出机制等方面阐述了旅游精准扶贫机制的运行机理和构成。虽有特殊性、区域性,但是其他村镇可以借助此方法探析出符合自身特色的扶贫机制。

This paper takes the Xinhu village in Shaoshan for an example, using DEA （Data Envelopment Analysis） to analyze the pro - poor efficiency of the village, and finds out that compared with other supporting ways, the efficiency of village＇s pro -poor tourism to help poor households is generally high. According to this result, elaborated the operation and constitution of the pro - poor tourism mechanism from the aspects of identification of the poor, the choice of the supporting model, the participation of the poor, the incentive mechanism and the withdrawal mechanism. This mechanism is special, regional, but other villages can use this method to explore the pro -poor mechanism which is in line with its own characteristics.
