为了从论文方面给科技期刊在办刊质量等方面的提升找到依据及相应的实施方式,在参考多种学术论文评价方法及设计指标经63位专家打分的结论,创新性、实用性、论文影响力和撰稿水平等指标可作为评选优秀论文的参考指标,其权重分别为20、20、30、30。文中主要针对科技论文评优,综述性和科普性文章不在评选之列。创新性:论文研究主题应为当前或今后的研究热点,或国家亟待解决的问题,或获得重大基金或专项资金资助;实用性:研究成果有广泛的指导作用,开发前景和应用价值大;论文影响力:研究成果引起一定的社会影响,发表在本研究领域高水平期刊上,被引频次较高;撰稿水平:论文写作规范、著录项目齐全、图表规范、数据准确、文字描述清晰、参考文献新,数量达到20条以上。上述观点需在实际应用过程中不断完善和修正。

The evaluation method of sci-tech papers is established by questionnaires from 63 relevant experts referring to four academic paper evaluation methods and designed indexes to find out the basis and corresponding implementation method for promoting the quality of sci-tech journal based on the relative quality indexes of sci-tecb papers. Results： Innovation, practicability, paper influence and writing level can be used as four reference indexes to evaluate sci-tech papers＇quality. The weight of innovation, practicability, paper influence and writing level is 20, 20, 30 and 30 respectively. Innovation means that the papers＇research topic should be the current and future research focus, problems to be urgently solved and items supported by major fund or special fund subsidization. Practicability means that the research achievement should have extensive guiding function, great development prospect and application value. Paper influence means that the research achievement should arouse a certain social impact and the papers with higher citation frequency are published in the journals with a higher level in this research field. Writing level includes paper＇s writing norm, complete descriptive information, standard charts, accurate data, distinct text description and above 20 up-to-date references. The above-mentioned viewpoints should be continuously perfected and corrected during the practical application process.
