确立法治思维方式是全面推进依法治国的根本要求。法治思维方式的第一要义是程序思维,其核心是宪法思维。确立法治思维方式,针对的是全体社会成员,而对于领导干部来说,则尤为重要和紧迫。当前,部分领导干部存在着学法动力不足、尊法观念不强、守法自觉不够、用法能力不高的现象,这极大地影响了他们法治思维方式的确立,进而影响了依法治国的全面推进。因此,学习法律知识,投身法治实践;注重法治考核,强化社会监督;建设法治文化,营造法治环境,是提高干部法律素养,确立法治思维的现实路径。

Establishing the rule of law thinking mode is the fundamental requirement to comprehensively promote the rule of law. The essence of the rule of law thinking mode is procedural thinking,its core is the constitutional thinking. Establishing the mode of thinking of the rule of law,is the requirements of all members of society,and for leading cadres,it is particularly important and urgent. The realistic path of improving the legal quality and establishing the rule of law thinking of cadres is to study the knowledge of law, to join the practice of rule of law, to pay attention to the performance appraisal of the rule of law,to strengthen social supervision by public opinion,to construct the rule of law culture,and to create a legal environment.
