城乡居民医疗保险新型模式:核心理念与策略选择——基于上海城乡居民医疗保险整合实践的反思

New Model of Medical Insurance for Urban and Rural Residents:The Integration of Medical Insurance in Urban and Rural Areas in Shanghai

随着城乡差距的扩大与医疗保险的刚性需求增加,构建城乡一体、区域统筹的医疗保险制度已经成为我国医疗保障体系改革和发展的重要方向。本文试图从上海城乡居民医疗保险的整合实践出发,以城乡医保制度整合模式所面临的结构性困境为主线,探讨城乡居民医疗保险的核心理念和策略选择。本文认为,在城乡与区域差异较大的背景下,需要秉承以公平性、普惠性、开放性为核心的理念,通过多元优化、主体协同、共建共享的实践策略,稳步推进医疗保障制度的整合,构建城乡居民医疗保险新型模式。这既是完善社会保障体系的需要,也是让社会成员共享经济社会发展的有效途径。

This paper tries to discuss the core concept and strategy choice of medical insurance for urban and rural residents based on the structural difficulties facing urban and rural health insurance system integration model from the integration practice of medical insurance of urban and rural residents in Shanghai. The article argues that in the context of big differences between urban and rural areas and regions,we need to uphold the concept of fairness,inclusiveness,openness as the core,through the diversification optimization,the main body of collaboration,build and share the practical strategy,system of urban and rural residents to build a new model of medical insurance.
