吉林省高校内部教育资源配置研究——基于DEA模型

n Internal Education Resource Allocation of Colleges and Universities in Jilin Province——Based on DEA Evaluation Model

教育资源配置是实施高校发展战略、提高教育质量的基本保障,优化办学资源配置,是加强高校管理和提高教育质量的有效调控手段。高校外部资源配置转型、高校间资源竞争加剧、教育资源短缺与浪费共存,这些都给高校内部资源配置带来了新的挑战。本文根据高校本科教学基本状态数据,用DEA方法测算了吉林省19个样本高校的内部教育资源配置效率。结果表明,吉林省高校内部教育资源总量能够满足发展的基本需求,但是有4所高校在内部教育资源投入产生冗余,有3所学校投入的资源没有产生应有的效益。为此,必须有目标、有指向地改革其机构设置、人员聘用、管理体制等问题,推动高校管理者树立教育资源优化配置的理念,采取行之有效的措施以提高教育资源的使用效率,这是提高办学效益的当务之急。

The allocation of educational resources is the basic guarantee for implementing the development strategy and improving the quality of education in colleges and universities. Optimizing the allocation of school resources is an effective means to strengthen the management of colleges and universities and improve the quality of Education. The transformation of external resources,the increasing competition among universities,the shortage of educational resources and the coexistence of waste have brought new challenges to the allocation of resources within the university. In this paper,according to the basic state data of undergraduate teaching,the DEA method is used to measure the efficiency of the allocation of educational resources in 19 universities in Jilin province. The results showed that the internal education resources can be able to meet the needs of internal development of colleges and universities,but there are 4 colleges and universities which create redundant and there are 3 schools which did not produce the benefits. Therefore,we should reform the institutions,personnel recruitment,management system and so on,promote the university administrators to establish the concept of the optimal allocation of educational resources and take effective measures to improve the efficiency of education resources is an important thing of improving teaching efficiency.
