精准扶贫政策执行的偏差及破解策略

为了推进扶贫工作,在"十三五"期间习近平书记提出"精准扶贫"政策,使得扶贫工作日益机制化。政策执行人员是政策执行的主体,政策执行的效果会因其人情扶贫、敷衍性执行、选择性执行、附加性执行等行为而出现偏差,导致政策扶贫效果达不到预期目标。分析政策执行人员在精准扶贫政策执行中存在的问题,进而有针对性的提出破解对策,才能确保扶贫工作顺利进行。

In order to promote the work of poverty alleviation, President Xi Jin-ping proposed the ＂ poverty alleviation＂ policy in ＂ the 13th Five-Year plan＂ for making poverty alleviation work increasingly insti- tutionalized. Policy executive is the subject of policy implementation. Policy implementation effect will be because of some behaviors, such as the human poverty alleviation, the perfunctory poverty alleviation, the selectivity poverty alleviation, the additive poverty alleviation, etc. These actions appears deviant, resulting in poverty alleviation policy effect is not up to the expected goal. This paper analyzes the problems existing in the implementation of policy assis- tance in the implementation of precision poverty alleviation, and then puts forward some countermeasures to ensure the smooth progress of poverty alleviation work.
