用五大发展理念引领被征地农民养老保障之路——基于舟山群岛新区荷花社区的现状调查

Using the Five Development Concepts to Lead the Way of Endowment Insurance for Land-expropriated Farmers

通过对被征地农民的现状调查,结合当前老龄化和城镇化的背景,分析社会转型对传统养老模式带来的冲击。提出用五大发展理念引领被征地农民保障之路,从创新体制建设、明确政府责任、构建绿色居家养老环境、实施"大社区"养老服务以及开放养老服务市场等途径提高被征地农民的养老权益。

By urbanization, analyzing the current situation of land-expropriated farmers and analyzing the background of aging and this paper analyzes the impact of social transformation on traditional pension model, puts forward the road of leading peasants＂ protection of land requisitioned by the five development concepts, and improves the old- age rights and interests of the land-expropriated peasants by means of innovation system construction, clear govern- ment responsibility, constructing green home-aged environment, implementing＂ big community＂ old-age service and opening old-age service market.
