公共产品供给PPP模式的国际经验与借鉴

International Experience and Reference of PPP Mode for Public Goods Supply

PPP模式包含私人部门投资、私人项目特许权力和双方共同承担风险三个要素,伙伴关系、利益共享和风险分担是PPP模式的基本特征。PPP模式作为解决公共产品供给所需的投融资机制,已经成为通行的国际主流模式。英国、澳大利亚、加拿大等发达国家的PPP模式,运用广泛,成效显著,积累了诸多成功经验,这对改进和完善我国的PPP模式提供了多方面的参考意义。要积极借鉴其他国家PPP模式的成功经验,我国需要尽快完善相关的法律法规,建立专门的PPP项目管理机构,因地制宜地探索多元化的PPP模式,构建PPP模式的风险分担机制,建立健全以"双向监管"为主体的监管机制。通过各项举措多元推进,促进PPP模式在我国健康成长和持续发展。

PPP model includes the three elements of private sector investment, licensing authority of private projects and risk sharing of both sides. Partnership relations, benefits sharing and risk sharing are basic features of PPP model. As the invest- ment and financing mechanism needed to deal with public products supply, PPP model has become the general international practice. In some foreign countries such as Britain, Australia, Canada, the PPP model has been widely used with remarkable achievements and then have gained many successful experiences, which provide referential meaning to the improvement of China＇s PPP model. Learning from successful experiences of other countries, China needs to improve relevant laws and reg- ulations as soon as possible, and establishes specialized PPP project management organizations and explores diversified PPP models according to local conditions. It is also necessary to construct risk-sharing mechanism of PPP model and strengthen regulation system of ＂bidirectional regulation＂. With the above mentioned measures, China can promote sound and sustainable development of PPP model.
