中国特色腐败治理体系构成要素探微

Research on the Elements of the Governance System of Anti-corruption with Chinese Characteristics

在中国共产党提出推进国家治理体系和治理能力现代化总目标的背景下,腐败治理领域的改革在进一步推向深化。党在不断完善中国特色腐败治理体系的同时,更加注重从根本上提升腐败的治理能力。本文从软硬件的视角对中国特色腐败治理体系框架进行了划分:硬件部分可分为反腐机构体系和社会监督体系;软件部分则包括反腐法制体系与廉政文化体系。基于对中国特色腐败治理体系各构成要素的探微,本文认为虽然中国特色腐败治理体系的软硬件架构已基本形成,但各构成要素之间的衔接配合仍有待完善,在重视中国特色腐败治理体系完善的同时,应注重治理体系内各构成要素之间的合作,以提升腐败治理能力,只有这样才能使得束缚权力的制度牢笼扎得更紧密,变得更有效。

Under the background that China Communist Party is putting forward to promote the modernization of national governance system and governance capacity,the reform in the field of anti-corruption is deepening.The party continuously improves the governance system of anti-corruption with Chinese characteristics,and pays more and more attention to the fundamental improvement of the governance capacity of anti-corruption.The paper argues that the framework of the governance system of anticorruption with Chinese characteristics consists of software and hardware divisions.The hardware part includes the anti-corruption institutional system and the social supervision system.The software part includes the anti-corruption legal system and the anti-corruption culture system.Based on the study on the elements of the governance system of anti-corruption with Chinese characteristics,the paper suggests that enough attention should be paid to the cooperation among the elements of the system so as to make it more effective.
