Counter-terrorism in Urban Bus System

城市里运营的公交车具有很强的流动性,运行的路线覆盖了所有的繁华地段,公交车上的乘客人员比较复杂,针对高峰期的公共汽车恐怖袭击造成的损失巨大,社会影响恶劣。以北京上海为代表的特大城市公共汽车系统的反恐存在情报工作机制不完善、演练流于形式等问题,结合国外以及国内地铁系统反恐措施,构建人防、情报防、制度防、技防、心防的城市公交系统五维反恐防控网络,完善城市公共汽车安全日常管理体制和突发危机的应急处置机制,有效预防城市公交系统的暴恐袭击。

Terrorism attacks aimed at rush-hour buses produce enormous losses and bad social effects,because urban buses feature high mobility,broad coverage of busy blocks and complicated passengers. Flaws, such as incomplete intelligence mechanism and manoeuvres in formality, exist in the counter-terrorism work in metropolitan bus systems,represented by Beijing and Shanghai. Terrorism attacks to urban bus systems can be effectively prevented by perfecting the daily security management and emergency disposal mechanism. With a combination of domestic and overseas counter-terrorism measures in subway lines,a five-dimension counter-terrorism prevention network for urban bus system is established, integrating preventive methods from passengers, intelligence, mechanisms ,techniques and awareness.
