资源禀赋、产业扶贫与一体化制度安排研究

Research on Resource Endowment,Industrial Poverty Alleviation and Integration System Arrangement

本文以山东省莱芜市引导农业产业化龙头企业参与产业扶贫为案例,剖析了政府以利益为导向,引导、协调、整合各类资源,为具有茶业生产资源禀赋的贫困山区构建了产业与扶贫一体化的平台。该案例得到的结论是,努力激活贫困地区潜在资源禀赋,使其转化为比较优势,使产业扶贫具有可持续性;一致性的利益导向可以聚合各类资源共同参与扶贫开发。

This paper takes Laiwu City of Shandong Province as a case, explain how to guide the leading enterprises of agricultural industrialization participate in industrial poverty alleviation, and how to coordinate and integrate all kinds of resources to build a platform for poor mountainous areas which is rich in tea resource. The conclusion of this case is that, based on the rich resources to carry out industrial poverty alleviation is sustainable, and consistent benefitoriented can aggregate all kinds of resources to participate in poverty alleviation. Therefore, the experience in this case is both representative and universal, which is of great reference significance to poverty alleviation work.
