Quiet Diplomacy in China-ASEAN Relations

安静外交通常强调建设性和有效的幕后接触,通过和平方式处理和解决国际与地区争议。近年来因其成效显著,安静外交越来越被国际社会所重视。安静外交在透明度、倾向性、时效性和正式性等方面都存在着对立统一的逻辑关系。安静外交是中国与东盟维持和发展良好合作关系的途径之一。中国与东盟双方具有进行安静外交的传统和经验,但当前也受到了一定的压力。中国与东盟应该持续发展安静外交,为促进和提升双方战略伙伴关系做出应有的贡献。

Quiet diplomacy usually emphasizes the constructive and effective contacts behind the scenes, and manages to settle international and regional disputes through peaceful means. It has attracted more and more attention of the international community because of its increasing effects in recent years. Quiet diplomacy has the unity of opposites in transparency, inclination, timeliness and formalism. Quiet diplomacy is one of the useful ways of developing and maintaining good cooperative relations between China and ASEAN. The two sides have tradition and experience of conducting quiet diplomacy, but also shoulder great pressures. China and ASEAN countries should continuously develop quiet diplomacy, in order to make due contributions in promoting and enhancing their bilateral strategic partnership.
