校园欺凌和校园暴力是世界各国普遍存在的社会问题之一。校园欺凌具有重复性和隐秘性，给受害者造成心理、躯体伤害，甚至影响人格发展。应该把防治校园欺凌作为政府行为来落实，建立校园欺凌事件应急处置机制与预案；明确学校与教师在服务和管理学生行为上的作用与法律责任，帮助老师掌握早期发现和干预校园欺凌的方法；开展学生品德、心理健康和法制教育，让学生依法律己，也懂得依法保护自己，掌握识别危险和规避危险的基本技能；鼓励非政府组织的反欺凌救助机构与网站，学校应设专人专线接听学生求救电话或信息，及时取证和处置可疑的欺凌事件。
