摘要
职业操守是职业内在性的外在表现。职业的社会性要求我们从社会对职业的价值诉求出发来规范职业操守。公务员职业有其特殊性,即职业对象的特殊性、职业职责的特殊性和职业行为准则的特殊性。公务员职业操守建设历史告诉我们:公务员职业操守直接关系到公务员职业行为的社会可接受性,进而影响到行政效率的提升和为人民服务宗旨的实现。当前,我国公务员职业操守建设面临的主要挑战是:背离公务员职业精神、职业规范,违背行政程序的行为时有发生,"工作倦怠"问题普遍存在,不遵守党的政治规矩、政治纪律现象屡禁不止。为此,完善公务员职业操守的主要途径应为:重塑公务员职业精神,完善公务员管理责任制,加强公务员队伍的纪律与作风建设,强化领导队伍建设,培育公务员积极情感,提升公务员管理的人本化程度等。
Professional integrity is the external manifestation of professional internality, The Sociality of profession requires that the regulation of the civil service management should be based on the professional behavior values accepted by the whole society. The peculiarity of public servant could be identified from three perspectives: the peculiarity of their serving objects, duty and the code of conducts. The history indicates that public servant's professional integrity is closely connected to acceptability of the professional conduct in the society and further influence the improvement of the administrative efficiency and the fulfillment of the ambition to serve people. The conduct that acts against the professional spirit violate the professional standards, breach the administrative process poses threat to the development of professional integrity, whilst the occupational burnout and the violation of the disciplines and regulations of Communist Party of China also challenge the establishment of professional integrity. Therefore, we consider that the main ways to shape the professional integrity of civil servant and improve the rationality of the behavior of civil servants is to reshape the profession spirit, to ameliorate the supervision mechanism, to strengthen the discipline and work style construction, to underpin team-building of public managers, to cultivate the positive emotion among public servant, and to deepen the extent to which the civil servant are managed.
