以PPP创新破解基本公共服务筹资融资掣肘

To Overcome Traditional Financing Obstacles of Basic Public Service Supply by PPP

基本公共服务供给如果继续按传统的税收、政府债务方式筹资与融资,按财政拨付方式支付,容易造成供给低效、不公正、无序。以此为研究起点,以重视和满足民众的公共利益为取向,本文探索构建更有效、更公正、更有序、更具回应性的基本公共服务供给机制,为实现地方治理模式变革提供依据。文中在提出基本公共服务供给亟待改革并作简要文献回顾之后,阐明地方政府的传统筹资、融资—拨付方式已成为基本公共服务供给的掣肘。进而讨论在更为复杂的基本公共服务公共性议题之下,实现公共利益需要权衡和优化处理效率与公私利益共赢的关系,并在利益组合分配矩阵考察后得出结论:基于公共利益的PPP机制创新是改进基本公共服务善治之路上的挑战性创新命题,"双赢"境界的可持续实现还有待更为深入的理论研究和"理论密切联系实际"的努力。

The basic public service, if supplied by the government according to the traditional ways of taxation, government debt and financial payment, may induce inefficient supply, injustice and disorder. Thus, this paper plans to meet public interests as the orientation and build a framework examining features of the basic public service supply to achieve a better mechanism. Moreover, it will bring great changes of the local governance mode on the basis of consensus. By pointing out that the traditional ways of taxation, government debt and financial payment become an obstacle of the basic public service supply after a brief literature review, this paper then discusses, under the publicity of basic public services, the public interests would be realized by balancing efficiency against benefit. In examining interests distribution matrix themes, the analysis focuses on PPP mechanism innovation and potential to realize win-win relationship associated with good governance.
