新中国成立前夕中共劳资政策的逐次调整——以张闻天在东北城市工作会议总结报告为中心的考察

Successive Adjustments of the CPC Labor and Capital Policies Prior to the Founding of the New China: The Focus of the Summary Report on the Investigation by Zhang Wentian to the Northeast City Work Conference

解放战争后期,中共在占领城市后面临的一个重要问题就是如何处理好劳资关系。到1949年上半年,在不断总结各地城市工作经验的基础上,中共中央数次调整劳资关系的施政重点和方向,逐步摸索出一套实现劳资两利的具体办法和措施。而张闻天在1948年8月东北城市工作会议上的总结报告、在此基础上起草的《关于东北经济构成及经济建设基本方针的提纲》及其所引发的反响恰恰是与中共中央对劳资政策的迭次调整同步的。

In the latter part of the War of Liberation, an important question confronting the CPC after the occupa- tion of the cities was how to handle labor and capital relations. Prior to the first half of 1949, based on the con- stant summing up of the experience of urban work, on several occasions the CPC Central Committee adjusted the focus of labor relations and the direction of governance, gradually working out a specific set of methods and meas- ures beneficial to both labor and capital. Zhang Wentian＇ s summary report to the Northeast City Work Conference in August 1948, entitled an ＂Outline on the Northeast Economic Structure and the Basic Principles of Economic Construction,＂ drafted on the basis of Zhang Wentian＇ s report, and the response were precisely in tune with the CPC Central Committee＇ s adjustments to labor policy.
