二十世纪五六十年代上海“高精尖”发展方针的提出与演进

A Review of the Proposal and the Evolution of the “High-Grade,Precise,and Sophisticated”Development Policy in Shanghai during the 1950s and the 1960s

自1958年4月上海提出工业向"高精大新"方向发展的方针后,该方针先后经历了从"高精大新""高精大""高精大尖"到"高精尖"的不同表述;"高精尖"也从一个工业发展方针演变为工业生产和科学研究工作的共同指导方针。它的贯彻实施,使上海在20世纪60年代中期初步建设成为全国先进的工业和科学技术基地,成为新中国工业化建设的成功范式和样本,对上海乃至中国的现代化之路产生了深远影响。

After Shanghai proposed the ＂high-grade, precise, and sophisticated＂ development policy in April 1958, the expression was changed from ＂high-grade, precise, big, and new,＂ to ＂high-grade, precise, and big,＂ to ＂high-grade, precise, big, and advanced,＂ to ＂high-grade, precise, and sophisticated＂ during the dif- ferent stages of its evolution. From the perspective of industrial development, ＂high-grade, precise, and sophisti- cated＂ has become the common guideline for industrial production and scientific research work. Due to implemen- tation of this development policy, Shanghai became a national advanced industrial, and science and technology, base in the mid-1960s, and a successful paradigm and model for the industrialization of the New China. It had a profound influence on the modernization of Shanghai and even on the entire country.
