On the Scientific Connotation of Social Organizations with Chinese Characteristics

摘要 2016年8月,《关于改革社会组织管理制度促进社会组织健康有序发展的意见》首次提出"中国特色的社会组织发展之路",为社会组织发展指明了行动方向。中国特色社会组织的科学内涵包括六个必须:必须坚持党的领导、必须坚持多元形态、必须坚持服务为公、必须坚持依法自治、必须坚持两手结合、必须坚持群众路线。推进中国特色社会组织发展的重点任务有:积极引导社会组织分类发展、完善扶持社会组织发展政策、健全社会组织登记审查和退出机制、加强社会组织自身能力建设、构建社会组织多维监管体系、加强党对社会组织工作的领导。深刻认识推进中国特色社会组织发展之路的必要性、科学内涵和重点任务,是改革社会组织管理制度、促进社会组织健康有序发展的重大战略任务。 On August 2016, The Guidance on Reforming the Management Institution of Social Organizations and Promoting the Robust and Ordered Development of Social Organization first proposed 'the developing pathway of social organizations with Chinese characteristics', illuminating a clear-cut direction for next step. The scientific connotations of social organizations with Chinese characteristics includes six musts. We must hold to the leadership of the CPC, to diversified modes, to serving the public, to self-administration by law, to 'Two Hands Grasp' principle, and to the mass line. The crux of promoting the development of social organizations with Chinese characteristics lies in the following aspects: actively guiding the classified development of social organizations, modifying beneficial policies of social organization development, validating the mechanism of registration, inspection, and withdrawal for social organizations, reinforcing social organizations' capacity of self-improvement, build up a multidimensional supervision system, and rectifying the CPC's administration of social organizations. It is a grand strategic mission to deepen the knowledge of the necessity, scientific connotation and significance of promoting the development of social organizations with Chinese characteristics, to reform the administration institution for social organizations and to promote their robust and ordered development.
