摘要
我国部分地区的社区卫生服务中心面临着高水平全科医生少、医疗设备不足、患者就医意愿低等困境,如何使社区卫生服务中心的诊疗水平得到持续发展,是实现分级诊疗面临的巨大挑战。本文介绍了长春市在社区卫生服务中心发展中积累的经验。王军认为,通过特色服务可提高社区卫生服务中心在辖区居民中的认知度和认可度;张智慧介绍,通过重组家庭医生团队、提供多层次培训、扩展家庭医生契约式服务内容以更好服务于辖区居民;王兵兵建议,以发展中医、绩效考核为助力,实现服务能力的全面提升;李玉红强调了社区卫生服务中心在慢性病患者管理、转诊、健康教育中的重要作用;刘莹建议,采用多种多样的宣传方式,大力推广社区卫生服务中心的特色服务;宋宝琦建议,以提高社区卫生服务中心的认同度为基础,广泛推进各项工作;赵艳芙认为,通过中医特色服务,以满足重点人群的保健需求;梁红建议,通过规范家庭医生的服务质量,采用多种途径宣传家庭医生制度,以便于家庭医生工作的开展;李雅楠建议,通过转变服务模式,变被动为主动,提高社区卫生服务中心的知名度;杨召同样认为,社区卫生服务中心应根据居民需求,创新服务模式;刘伟艳建议,应采用多种形式的培训,以提高家庭医生的技术水平;吕晶建议,强化家庭医生服务团队的绩效考核,提高家庭医生的积极性。期望通过本次讨论,能为我国社区卫生服务中心的发展思路提供借鉴,以满足居民的就诊需求,承担健康"守门人"的职责。
The sustainable development of community health service centers( CHSCs) is crucial to the achievement of hierarchical medical treatment in China. As the CHSCs in some parts of China are having some challenges in their development,such as lack of highly- qualified general practitioners,inadequate medical equipment,low- level intention of going to the doctor in CHSCs in patients and so on,and Changchun has made good performance in the sustainable development of CHSCs, we specially interviewed a number of experts in this field in Changchun for sharing their excellent experience. WANG Jun presented that,by delivering special services,the CHSCs in Changchun have improved their awareness and acceptance levels in community residents. ZHANG Zhi- hui introduced that,the CHSCs in Chaoyang District provide better services for community residents by reorganizing family physician team,improving the capabilities of medical staff via multi- level trainings,and extending the scope of contract services delivered by family physicians. WANG Bing- bing made a point that,the service capabilities of their center have been improved comprehensively by focusing on the development and delivery of traditional Chinese medicine( TCM)services and performance evaluation of the medical staff. LI Yu- hong shared their good experience on chronic disease management,referral and health education. LIU Ying added that they gain acceptance and appreciation in community residents by a variety of propagandist means and delivering special services. SONG Bao- qi stated that in order to achieve the sustainable development of their center,they have taken a variety of measures to improve the service capabilities based on increasing their acceptance in the residents. ZHAO Yan- fu described that, they have enhanced their service capabilities by carrying out diversified TCM services based on the demands of key population. LIANG Hong illustrated that,for better providing services for the residents by family physicians, they have standardized the quality of the services delivered by family physicians, and publicized the family doctor system by many ways. LI Ya- nan introduced what they have done for developing their center sustainably,such as changing the service model( providing services actively instead of passively) and improving the popularity of their center. YANG Zhao added that they provide services in accordance with the needs of the residents,and introduced how they do to innovate the service model in detail. LIU Wei- yan presented that they have improved their service capabilities by enhancing the level of techniques of family physicians via various forms of training. LYU Jing said that they have upgraded their service capabilities and quality by incentivizing the family physicians through the evaluation of the performance of the family doctor team. It is hoped that the above experience shared by the experts from Changchun can provide a reference for the sustainable development of CHSCs in China,so that the CHSCs can better satisfy the needs of the people as the health " gatekeeper".
