摘要
公立医院承担着国家的基本医疗服务和公共卫生服务,带有福利性的公益性事业单位,是公共卫生体系重要的组成部分。我国公立医院补偿机制运行中存在着事业单位拨款不足、政府对医疗服务项目定价偏低、医疗保险支付方式存在缺陷等问题。因此,为形成合理稳定的补偿机制,可从加大政府直接投入力度、调整医疗服务价格、完善医疗保险支付制度、加强医院规范的制度化建设、建立健全成本核算制度体系等方面进行改革。
A public hospital undertakes the nation' s basic medical services and public health services, serving as a public institution with welfare, which is an important part of public health system. This paper analyses some prob- lems existing in the operation of compensation mechanism of China' s public hospitals, such as insufficient financial investment from public institutions, low pricing for medical service items by the government, defects in the payment of medical insurance, etc. Meanwhile, it comes up with some measures on how to build the reasonable and stable compensation mechanism, including expanding the government' s direct financial input, adjusting the price system of medical service, improving the payment system of medical insurance, strengthening the institutional construction of hospital specification, and establishing a sound system of cost accounting.
