中等职业教育办学效率研究——基于1999―2015年的投入与产出数据

On the School- running Effectiveness of Secondary Vocational Education——Based on the Data of Input and Output during 1999―2015

中等职业教育办学效率是衡量中等职业教育政策效度的重要指标。依据中等职业教育准公共产品的特性,选择用于衡量公共部门效率的数据包络分析方法,基于1999―2015年的相关投入产出数据,采用DEAP2.1软件,选取CRS模型,对中等职业教育办学效率进行研究。结果发现,1999―2015年期间,DEA有效的年份有10年,非DEA有效的年份有7年。鉴于研究结果,应该在中等职业教育管理中逐步融入效率管理理念,全面提高中等职业教育办学效率,关注中等职业教育投入与产出的协调,加强中等职业教育办学效率研究。

The school- running effectiveness of secondary vocational education is an important indicator to measure the effectiveness of secondary vocational education policy. According to the quasi- public product character of secondary vocational education,we choose DEA method to measure public department effectiveness,based on the relevant data of input and output during 1999 ―2015,adopt DEAP2. 1 and CRS model,research the school running effectiveness of secondary vocational education. By the result we find DEA effective year for 10 years and non- DEA effective for 7 years during 1999 ―2015. In view of the finding,we suggest to integrate gradually the idea of effectiveness management in secondary vocational education,improve the overall efficiency of secondary vocational education,focusing on the coordination of input and output of secondary vocational education and strengthening the efficiency of secondary vocational education research.
