食品企业质量安全管理行为研究

On Food Security Controlling of Food Enterprises

食品安全认证与追溯体系之间联系不够紧密,导致食品安全信息未能得到有效传递,其认证、追溯的功能难以发挥。因此,有必要对食品安全认证与追溯体系进行耦合,而在此耦合体系下,食品企业作为重要的利益主体,其行为对食品安全认证与追溯耦合体系的运行有重要影响。因此,若要发展食品安全认证与追溯耦合体系,促进中国食品安全事业的发展,就必须对食品企业的管理行为进行分析,探讨影响食品企业加入食品安全认证与追溯耦合体系的影响因素。通过分析企业参与食品安全认证与追溯耦合体系的各影响因素,以及对典型食品加工企业质量安全管理行为进行案例分析,得到四点政策启示,即加大对认证及追溯企业扶持力度,加强舆论宣传,明确责任主体,完善法律法规。

Food security certification has failed to be closely related to food tracing system so that the information on food security cannot be effectively passed and their functions are difficult to play. So it is necessary to couple the food security certification and the food tracing system to form a coupling system. Under such a coupling system food enterprises would produce important effect on the operation of the coupling system as the interest subject. To develop the Chinese food security certification and food tracing system and promote the Chinese food security cause makes it necessary to analyze the controlling behavior of food enterprises and discuss the influential factors of the entry of food security enterprises into the food security certification and the food tracing system. Analyzing the influential factors of the entry of food enterprises into the coupling system and the cases on how certain typical food processing enterprises implemented the controlling of food quality and security gives us four points of enlightenment：it is necessary to increase the support for the food enterprises which have joined the food security certification and food tracing system, strengthen the propaganda of public opinion, make the responsibility subject definite and complete laws and regulations.
