构建高等学校廉政风险防控机制研究

On the Construction of the Corruption Risk Prevention and Control Mechanism in Colleges and Universities

自党的十八大以来,"全面从严治党"纳入"四个全面"战略布局,各级党委从落实"全面领导责任"到"主体责任"的转变,教育部加强高等学校监督体制改革,支持高等学校设立二级纪委,都为高等学校廉政风险防控机制建设形成了有利的形势。但是,高等学校廉政风险防控也存在权力配置不合理、风险预警作用难以发挥、高等学校纪委的监督乏力等困境。在新形势下构建适应高等学校发展的廉政风险防控机制,需要科学合理配置权力,突出廉政风险防控的顶层设计;加强信息化建设,发挥廉政风险的预警作用;进一步完善监督体制,加强二级单位纪委的制度设计;落实党委主体责任,发挥高等学校党委的优势。

Since the 18 th National Congress of the CPC, ＂Strengthening Strict Party Discipline Comprehensively＂ has been incorporated into the ＂Four Comprehensivelys＂ strategic layout, the Party committees at all levels have begun to change their working mode from ＂implementing the comprehensive leadership responsibility＂ to ＂implementing the subject responsibility＂, the Ministry of Education has strengthened the supervision system reform in colleges and universities and supported the effort to establish the second-level discipline inspection commission in colleges and universities. All this has provided a favorable situation for the construction of collegiate corruption risk prevention and control mechanism. However, problems exist in the collegiate corruption risk prevention and control, such as the unreasonable power allocation, the ineffective risk warning, the weak supervision of the discipline inspection commission of institutions of higher learning, etc. To construct the corruption risk prevention and control mechanism which suits the development of colleges and universities in the new situation it is necessary to allocate the discipline inspection commission＇s power scientifically and reasonably by highlighting the top level design of the corruption risk prevention and control mechanism, strengthen the information construction to give full play to the function of corruption risk warning, complete the supervision system further by strengthening the system design of second-level discipline inspection commissions and implement the subject responsibility of the Party committee to exploit to the full the advantages of the Party committee of colleges and universities.
