大数据为实现国家治理理念更新、治理模式转型、治理方式变革和治理能力提升等提供了新机遇;与此同时,"依数治国"也面临数据意识欠缺、体制机制障碍、数据开放滞后、技术人才匮乏、数据安全伦理问题等新挑战。在大数据时代,树立"依数治国"的战略思维,健全"依数治国"的体制机制,构建"依数治国"的服务平台,完善"依数治国"的基础支撑,维护"依数治国"的信息安全,鼓励"依数治国"的多元共治成为政府提升国家治理能力建设的必然选择。

Big data have offered new opportunities to update the conception of national governance, the national governance mode transition, the change of national governance mode, and improve the national gov- ernance capabilities. Meanwhile, the national governance based on data is also facing new challenges, such as lacking of data awareness, institutional barriers, lagging of data opening up, lacking of skilled personnel, and the issue of data security ethics. In the era of big data, it is inevitable choices for the state to enhance its gov- ernance capacity by establishing the strategic thinking of ＂national governance based on data＂, improving the mechanism of ＂national governance based on data＂, building the service platform of ＂national governance based on data＂, perfecting the basically supportive platform of ＂national governance based on data＂, safe- guarding the information security of ＂national governance based on data＂, and encouraging the multiple gov- ernance of ＂national governance based on data＂.
