Proposed by the wife of Ambassador of United States, Sarah Pike Conger, the American artist Katharina Carl fin- ished a portrait for Cixi. The portrait firstly sent to 1904 St. Louis World's Fair for exhibition, then as a gift to The United States of America. For Cixi, the making of the portrait means a chance showing the political power to the western country, meanwhile as a strategy to rebuild the image of Qing government. The portrait as the " body" was endowed with a new political character.
