基于全成本水价法测算龙头桥灌区水价

Estimation of Water Tariff in Longtouqiao Irrigation Area based on Full-cost Water Price Method

龙头桥灌区水价常年偏低,灌区财政长期亏损严重,难以维持灌区的正常运行。文章基于全成本水价法进行分析测算合理水价,保证灌区良性运行及农户的可承受能力,达到双赢的状态。同时把水资源丰缺程度因素考虑进去,从可控的水价角度上达到水资源保护的目的。

The water tariff of Longtouqiao irrigation area is low in a year,serious long-term loss in finance of irrigation area,and is difficult to maintain the normal operation.Based on the full cost water price method,this paper estimated the reasonable water tariff to guarantee the good operation of irrigation area and the affordability of farmers,so as to realize the win-win state.Meanwhile,the rich and poor degrees of water resources are considered to reach the purpose of water resources protection with respect of the controlled water tariff.
