国际格局多层化与大国关系多样化及中国应对

China's Way out of the Multi-stratified International Patterns and Diversified Relations among Big Powers

国际格局多极化明显加快,同时多层化亦更加明显,冷战后形成的"一超多强"现已演变为"一超七强",八大力量中心分属三个层次,美国作为"一超"仍然独居第一层次,中国则成了第二层次以及"多强"之首。大国关系更趋多样化,双边、三角、"集群"互动并存。美欧联手压制俄罗斯适得其反,俄地缘战略影响力迎难而上。美日联手围堵中国枉费心机,中国妥善运筹中美"竞合博弈"、扩大合作、管控竞争。西方大国加紧抱团但同床异梦,中俄深化互信协作引领"金砖五国"协调。中国运筹大国关系更加主动,但也面临新的挑战。

At present,the multi-polarization of international patterns is accelerating evidently. At the same time,the multi-stratification is becoming more conspicuous. Since the end of the Cold War the pattern of ＂one superpower and multiple powers＂has evolved into ＂one superpower and seven powers＂,and the eight powers demonstrate three different layers,with the U. S.,as the ＂sole superpower＂,still at the first layer alone and China No. 1 of the second layer and the ＂many powers＂. The relations among major powers include bilateral,triangular,and group interaction. The game between the U. S,Europe and Russia,and the game between the U.S.,Japan and China,are the two major ones. China is more active in managing the relations among big powers but faces new challenges.
