保障党员权利是发展党内民主的关键

Protecting the Rights of the Party Members:Key to Enhancing Democracy within the Party

民主就是公民权利的一种平等实现,党内民主就是党员权利的平等实现。因此,发展党内民主就是围绕着党员权利的充分尊重与保障这一核心来展开。尊重和保障党员权利是我国社会发展的必然要求;从权利和义务的关系来看,应该充分保障党员的权利;保障党员权利能增强党执政的合法性,体现党以人为本的执政理念。为此,有效保障党员权利、发展党内民主,应该从加强党内立法、明确界定党员权利的内容、全面贯彻落实党章所规定的各项党员权利、建立健全党员权利的救济机制这三个方面落实。

Since democracy itself is an equal realization of civil rights,the democracy within the Party is an equal realization of the Party members＇ rights. Therefore,the development of democracy within the Party should be centered on the full respect and guarantee of their rights. What ＇s more,to respect and ensure the Party members＇ rights is essential to our country＇s progress. The relationship between rights and duty also suggests due respect to their rights,which enhances the legitimacy of the ruling Party and embodies the Party＇s philosophy of putting the people in the first place. Therefore,the following steps should be followed in the hope of protecting the Party members＇ rights and promoting democracy within the Party： strengthening the legislation to clearly define the content of the Party members＇ rights; fully implementing these rights prescribed in the Party＇s Constitution;establishing a sound relief mechanism for the Party members.
