征兵工作是国防和军队建设的重要组成部分。近年来,随着市场经济的飞速发展,公民的趋利性思想日趋强烈,长期的和平环境使公民的国防意识不断淡薄,整个社会国防伦理建设比较缺失,导致出现了"当兵冷、征兵难"的现象。从国防伦理建设视角探寻破解"当兵冷、征兵难"问题的对策,要以社会主义核心价值观为引领,加强国防伦理建设;要把国防教育和爱国主义教育有机融合,形成参军报国的浓厚社会氛围;要保障军人、军属权益,夯实征兵工作的民生基础。

Conscription is an important part of national defense and army building, but in recent years, with the rapid development of market economy, civic utilitarianism has become increasingly intense, the long - term peaceful environment has resuhed in the citizens＇ weak sense of national defense, hence leading to the difficulty in conscription in the society. Among the reasons for the problem, the underlying reason is the weak sense of ethics in the whole society, especially the lack of ethical construction of national defense. Therefore, to explore the deep - rooted reasons of difficult conscription as well as some relevant measures from the perspective of ethics, especially ethical construction involving national defense, will be significant to enhance the quality of citizens, strengthen the conscription work and consolidate the national defense apart from building a strong army.
