冲突抑或合作:社工机构与社区居委会在社会服务购买中的权力关系

Conflict or Cooperation: the Power Relationship between Social Work Institution and Neighborhood Committee in Social Service Purchases

社会工作服务购买中主体之间权力关系的研究更多集中在政府与社工机构之间的关系。与这些研究不同,论文将学术目光聚焦于社工机构与居委会之间的权力关系。研究发现,社会工作服务购买中社工机构与居委会的权力关系呈现冲突与合作并存的特征。社工机构的行动围绕自身的"使命"与"活命",居委会的行动围绕自身的"行政"与"服务"。在"使命—行政"和"活命—行政"阶段,两者体现冲突关系,居委会处于权力上位,支配社工机构;在"使命—服务"和"活命—服务"阶段,两者体现合作关系,居委会协助社工机构开展服务。两者权力关系的演变,源于两者行动目标、资源约束和外部环境的变化。社工机构的赋权和权变策略以及居委会回归服务是提升社工服务购买绩效的关键。

The research about the power relationship in social work service contracting out mainly focuses on the government and social work service institutions.Unlike these former studies,this paper focuses on the power relations between social work service institutions and neighborhood committees.The study found that power relations between social work service institutions and neighborhood committees remain confl ict in cooperation.Social work service institutions concentrate on its own mission and survive,while the neighborhood committees devote its time to administration and service.In the stage of mission-administration and survival-administration,their relations refl ect the confl ict.The neighborhood committee is a upper authority,which order social work service institution;in the mission-service and survival-service stage,their relations refl ect a partnership,and the neighborhood assist social service agencies.The evolution of relation between the two powers comes from changes in their operational objectives,resource constraints and the external environment.The Social work organizations’empowerment,contingency strategies and neighborhood committees return to the service which are the key to enhance the performance of social work services contracted out.
