摘要
2016年编制完成的海塘"十三五"规划,对海塘今后的建设与管理都提出了更新更高的要求。本文围绕深化水管体制改革,完善运行机制,加强能力建设,提高海塘管理水平的总体要求,面对新的形势,分析了当前海塘管理中存在的一些不足,并就如何加强海塘的管理提出了对策措施。
The ＂ 13 th Five-Year＂ planning is completed in the year 2016 and it set for higher requirements for the construction and management of seawall in the coming future.This paper focuses on boosting the reform of water management system,enhancing the operational mechanism,strengthening the overall management level of the seawall.In the new situation,the author analyzes the deficiencies of current seawall management,and provides countermeasures on how to promote the management of the seawall.
