在温室气体减排方面,碳税和排放权交易被越来越多的国家所采用,而且两种减排措施也被实践证明是行之有效的。作为负责任的大国,中国一直在为减排温室气体付诸努力,主动创新应对气候变化措施,并于"十二五"期间启动碳排放交易试点工作。总结前期试点经验并提出完善建议,同时对排放权交易和碳税的制度协调问题进行探讨,可以为全面实施碳排放交易及创新应对气候变化措施提供有益参考。

In terms of greenhouse gas emissions,more and more countries have adopted carbon tax and emissions trading system.Both of them have been proved to be effective.As a responsible big country,our country is very concerned about climate change,and positive innovation and development of climate change management measures,for example,start of carbon emissions trading pilot during 12 th Five-Year.Summarizing the previous pilot experience and puts forward some improvement suggestions,as well as discussing the coordinati on of carbon tax and emission trading system provide a useful reference for the full implementation of carbon emissions trading and innovation measures to cope with climate change.
