摘要
浓厚计划经济情结下的思维模式和发展方式以及与之相适应的经济发展环境,制约着东北的经济发展。目前促使东北经济不断下滑的内生力量相当稳定,很难在内部产生能够改变这种稳态的力量,因此要改变东北现有的经济运行,需要强大的外生冲击,而这种强大的外生冲击主要来自人力资本重新配置。东北人力资本的重新配置主要是指鼓励和配置大量的具有浓厚市场经济情结的东南沿海地区的干部进入东北,担任领导职务与东北原有干部进行合作,共同改善东北市场经济发展环境。重新配置人力资本的基本思路是:东南沿海不同地区的副手进入东北得到扶正、进入东北的干部自己进行组阁、不同行政区域的第一把手都拥有一定的财政调配权等。
The pattern of thoughts and the way of development generated by the heavy reliance on planned economy together with its corresponding environment of economic development limit the development of economy in Northeast China. At present, the endogenous forces that have contributed to the continuous decline of the economy in Northeastern China are fairly stable and it is difficult to generate forces from within to change this steady state. Therefore, if we are going to change the existing economic operation in Northeast China, we may need strong exogenous power that is mostly generated by reconfiguring human capital. The reallocation of human capital in Northeast China mainly refers to the encouragement and allocation in Northeast China of a large number of cadres who used to work in China' s coastal areas and have strong passion for market economy. These cadres will cooperate with Northeast China' s local cadres to improve the environment for market economy. The basic idea to reallocate human capital in Northeast China is like this: Normally the deputy cadres from the coastal areas will become the main cadres once they get into Northeast China. They are also given the right to form their own team of cadres. They will also be given certain right to allocate financial resources.
