医养结合养老服务的现实困境与对策——以海宁市为例

The Dilemma and Countermeasure of Combining Living and Medical Care Pension Service:A Case Study of Haining

医养结合是一种有病治病、无病疗养,医疗和养老相结合的养老服务模式。虽然其理念符合养老服务业发展的大趋势,但是海宁市的调查结果表明,这种养老服务模式在实际操作中仍然存在诸多问题。为了进一步完善医养结合养老服务,有必要在增设医养结合型养老机构、建立多元的养老服务费用支付体系、完善养老护理员教育培训体系等方面作出努力。

Combination of living and medical care is a kind of pension service mode. Although the idea becomes a trend in the development of the pension service market,the results of the survey in Haining show that this model of pension service still has many problems. In order to improve the pension service model, it is necessary to make efforts in the addition of the medical care in nursing homes, improving nursing staff education and training system, and establishing nursing care payment system.
