加强人民政协民主监督的制约性功能

Strengthening the Restrictive Function of CPPCC's Democratic Supervisio

人民政协民主监督是人民政协的三大职能之一,也是社会主义监督体系的重要组成部分。在中国社会主义民主实践中,人民政协民主监督功能发挥得并不尽如人意,存在着"软"、"虚"、"空"等假性监督现象。为了保障人民政协民主监督功能的发挥,必须从加强人民政协民主监督的制约性功能入手。在理论上必须认识到制约性功能是人民政协民主监督的题中之义,在实践上必须建设立一套相对完善的实现机制。根据人民政协民主监督的内在机理,加强人民政协民主监督的制约性功能,需要从加强程序性制约、排斥性制约和回应性制约三个方面予以实现。

Democratic supervision is one of three functions that Chinese People＇ s Political Consultative Conference （CPPCC） serves,and also an integral part of the socialism supervision system. However,the democratic supervision doesn＇t function as well as is expected in the practice of China＇s socialist democracy, because there exist some pseudo -supervision phenomena, like soft, impractical or vacant supervision. Therefore,in order to guarantee the full performance of CPPCC＇s supervision,the first must starts with the strengthening of its own restrictive function. On one hand,the theoretic consensus that restrictive function roots inherently in CPPCC must be reached,and on the other,a set of relatively sound implementation mechanism must be established. In line with the inner principle of CPPCC, strengthening of its restrictive function can be implemented from strengthening of procedural restriction, repulsive restriction and responsive restriction.
