反家暴政策制定中民间妇女组织的行动逻辑研究——以陕西妇女研究会为例

Action Logic of Non-governmental Women's Organizations in Anti-domestic Violence Policy Making

在开放与参与的时代背景下,我国社会组织开始介入和影响公共政策制定过程。文章采用案例研究的分析方法,分析了反家暴政策制定中民间妇女组织的行动逻辑。研究发现:依据我国现实情况,民间妇女组织在反家暴政策参与的行动网络可划分为决策核心层、决策协调层与决策参与层。民间妇女组织其他参与者之间的互动关系既有合作、妥协,也有适度的对抗。在影响民间妇女组织参与反家暴政策制定的若干变量中,当地政府的认知与理念、民间妇女组织的专业化能力是核心变量,专家学者、大众媒体和国际机构是外围变量。反家暴政策制定中民间妇女组织的参与机制表现为"可见—联盟—支持"机制。本文的研究对民间妇女组织政策参与的实践逻辑进行了扩展,丰富了现有有关社会组织参与公共政策问题的讨论。

In the era of openness and participation, more and more social organizations in China have been involved in and exerted influences on public policymaking.My research shows that in China, the action network of non-governmental women＇s organizationsean be divided into three different layers of core decision-making layer, coordinative layer and participatory layer. In the case of non- governmental women＇s organizations, they cooperate with other participants in the policy network, along with compromise as well as exhibit certain degree of resistance.In addition,I also conclude that the impact variables of non-governmental women＇s organizations in ADV policymaking as follows： the awareness and beliefs of local governments and the professional competence of non-governmental women＇s organizations are the crucial variables influencing non-governmental women＇s organizations＇ policymaking participation;while the experts and scholars, mass media and international organizations are peripheral variables. In the participation in ADV polieymaking, the model of non-governmental women＇s organizations follows the process of issue recognition--alliance formation--providing support.This paper expands the logic of the policy participation of the non-governmental women＇s organizations, and enriches the existing discussion on the participation of social organizations in public policy issues.
