推进县域经济治理方式和治理能力现代化——浙江嘉善县域科学发展示范点的探索与实践

Promote The Modernization of County-Level Economy's Governance Mode and Governance Capacity——Exploration and Practice on Zhejiang Jiashan County-level Scientific Development Demonstration Site

县域治理是推进国家治理体系和治理能力现代化的重要一环。本文立足于实证调研,深入探讨作为习近平总书记的联系点以及全国唯一一个县域科学发展示范点的浙江嘉善县,如何通过因地制宜接轨上海、开放合作招商引资、人才科技创新驱动以及发力新型城镇化不断创新县域经济治理方式。同时,如何把握县域治理的特点和规律,理顺政府和市场的关系,转变政府职能,适应经济发展新常态,稳步提升运用各种治理方式管理经济事务的能力和水平。

County governance is an important part of promoting national governance system and governance capacity modernization. This paper is based on empirical research, in-depth study of general secretary Xi Jinping as the point of contact and the only demonstration of scientific development in counties of Zhejiang Jiashan County, how to innovate ways of county economic governance by local conditions to connect Shanghai, open and cooperative investment, talent innovation and driving force of new type urbanization. At the same time, how to grasp the characteristics and laws of county governance, rationalize the relationship between government and market, the transformation of government functions, to adapt to the new normal economic development, steadily enhance the ability and level of applying various management mode of economic affairs.
