中国传统官箴智慧对当前廉政建设的启示——从“三不欺”到“四不贪”

摘要 中国古代有着源远流长、意涵丰富的官箴文化,其中"三不欺"是中国古代的一种官箴智慧。"不忍欺"指的是为官者以身作则,严于律己,使吏民感于恩义,对其产生一种敬爱之心而不忍心欺骗之;"不能欺"是为官者由于具有明察秋毫的个人能力使得吏民不能欺骗之;"不敢欺"是为官者凭借峻法严刑的威慑力而使得吏民不敢欺骗之。在我国当前的廉政建设中,可通过对"三不欺"官箴智慧的创造性借鉴,最终形成国家公职人员"不必贪""不愿贪""不能贪"和"不敢贪"的"四不贪"运行机制。 Ancient China has a long history, rich meaning of the official culture, and "three non-bullying" is an ancient Chinese government wisdom. "Can not bear to bully" refers to the official who sets an example and maintains strict self-discipline, so that people feel righteousness, and produce a respect for their hearts and not have the heart to deceive. "Can not be bullied" is the official who has a clear-minded personal ability to make people have no way to deceive. "Dare not bully" refers to the official who has the grudge of the deterrent force and makes people be afraid to deceive. In the current clean government construction, we can learn from the wisdom of the "three non-bullying", and ultimately forms the operating mechanism of national public officials, namely "do not have greed", "can not be greedy" and "dare not be greedy" and "four non-greedy".
