How to Create the Local Think Tank System of a New Type

创建地方新型智库体系,推进地方新型智库建设,需厘定新型智库的内涵。这是消除智库发展中的"虚热"症状,科学确立智库建设取向的需要。从总体情况看,地方智库尤其是地市以下地方智库仍显小、散、弱,与党委政府决策需求有较大差距。各地应在已有本土智库基础上,针对新型智库建设面临的问题,按照中央关于建设新型智库的要求,科学把握新型智库的内涵和建设取向,从组织引导、平台建设、机制创新等方面入手,推进地方新型智库体系建设。

When creating the local new-type think tank and promoting its construction, it is necessary to define the connotation of new-type think tank first because we need to remove the symptom of ＂fever due to deficiency＂ in the development of think tank, and scientifically establish the orientation of think tank. Generally speaking, local think tanks, especially in places beneath the city level, still appear small, scattered and weak, which form a big gap from the requirement of party committee and government in their decision-making. So, on the basis of existed local think tank, aiming at the problems in the construction of new-type think tank, all the regions should meet the requirement from the central government, scientifically master the connotation and construction of new-type think tank, start with organization guidance, platform construction, and mechanism innovation etc, and then promote the construction of local new-type think tank system.
