关于涉河建设项目行政审批制度改革的思考

Reform of administrative approval system for river-related construction projects

结合安徽省涉河建设项目审批程序,针对存在的行业内交叉管理、多头审批、审查内容不统一、技术报告编制单位能力要求不明确等突出问题,提出了"统一受理、集中审查、统一审批"的原则,探讨制定涉河建设项目统一审查标准、及时修订《河道管理范围内建设项目防洪评价报告编制导则》、适应河道管理体制改革、积极推行河长制、实施河道岸滩综合利用规划等,解决当前存在的突出问题。

In order to deepen reform and implement Specific Implementation Methods on Simplifying and Integration Administrative Examination and Approval of Water-related Investment Project, discussions are made on how to integrate inspection standards for river-related construction projects, so as to optimize project examination and approval and increase efficiency. A principle of integrated acceptance, inspection and approval has been raised considering the problems such as overlapped management institutions to give approval with different inspection contents and has no specific requirements to capacity of organizations preparing the technical reports. The Guidelines to Preparation of Flood Control Evaluation Report for Construction Project Within Water Management Scope was revised in order to fit to the reform of river course management system and implementation of river chief system and integrated planning of river banks and marshlands.
