参与式小流域综合治理的建设实践——以西宁防洪及流域管理利用世行贷款大通县项目为例

Construction of participated small watershed management——taking sub-project area Datong County of World Bank financed Xining Flood and Watershed Management Project as an example

当防洪体系从城市体系扩展到周边流域之后,技术上需按水土保持的要求对土地利用系统以及水系进行综合治理。大通县作为西宁防洪及流域管理利用世界银行贷款项目县,通过实施参与式小流域综合治理工程,引进先进的群众参与理念,结合农户的意愿,选用不同的生计措施,有效促进了当地资源的可持续利用,作为世行贷款项目的成功案例被制作成视频在世界银行官方门户网播放。

Along with expansion of flood control system from city to surrounding river basins, integrated management of land use and water system should be adopted technically according to the standard of soil and water conservation. Datong County, as one of the sub-project areas of the World Bank financed Xining Flood and Watershed Management Project, has introduced the advanced concept of public participation in small watershed management, considering wiliness and livelihood of local farmers. This has greatly promoted sustainable utilization of local resources and successful experiences of the project was made into video and played at websites of the World Bank.
